I am a tax partner based in Washington, D.C. who focuses on corporate tax planning, with a particular emphasis on international tax matters.
I served as the chief of staff of the Joint Committee on Taxation of the U.S. Congress from 1983 to 1987. In that capacity, I had overall responsibility for the activities of the staff in the formulation of congressional tax policy, legislative drafting and revenue estimating. I joined the Joint Committee staff in 1976 as a legislation attorney, subsequently serving as international tax counsel and deputy chief of staff.
